Id say you're way to late if you want to buy for the pce at fair prices.Still,if you want to play it on original hardware without buying games for it get a coregrafx plus upergrafx or an ssds3.Also there's "the mister" as well it's pce core got it's update where it can play games on cd now.There's also the recent turbografx 16/pc-engine mini to.

Some games are still affordable, especially if you have a connection in Japan who can buy from resale stores locally, but hardware will always be an expense. That said, if you don't mind typical emulator accuracy issues, consider Magic Engine. It's not the most accurate, and it costs money (about $20 US), but it includes a custom system card that hopefully passes legal muster (they've been selling the product for years, so it's on them if there's an issue, not on you). I'm not the biggest fan because I can get better emulation for free, but the emulation certainly isn't bad, and $20 isn't an awful way to make yourself at least nominally legal.
Another option worth considering would be buying a system card and sending it to someone here to dump FOR you. They can then return the system card and the ROM to you and you can then use any emulator you want with your original discs.

I’ve never translated a game before but if I did I would %1000 rather have an emulated version to work with rather than a port on another system. On the PSP you have no save states, no (easy) way of saving screen shots, sharing your work will be inconvenient to anyone who’s also not also enthusiastic about doing it with a quill and parchment. Consider buying a Japanese Super System Card for like $2 and throwing in a drawer so you can morally allow yourself to work with better tools.

I’ve never translated a game before but if I did I would %1000 rather have an emulated version to work with rather than a port on another system. I should probably provide some clarification regarding the PSP version. For all intents and purposes, I am still going to be emulating it and not using the physical version to capture footage. I'm only using the actual PSP and a physical copy I own of the PSP ports to make a digital backup so I can work with the games in a PSP emulator. That way, I can still do screenshots and all that other stuff with ease. As for the hard pen and paper work, don't worry about that, I've got that covered. To make a potential romhack easier to produce, I've taken the liberty of using the Saturn version to painstakingly recreate the entire Japanese script for the game in a word document and putting the translation in English right below each line. Currently, the document I'm working with is already over 80 pages long and covers the script right about to the point in the game where Okabe informs Yuna in the school infirmary that one of her managers made a telephone call about an item she misplaced (her license) and that she needs to stop by to pick it up (in other words, roughly 40 minutes into the game). Now transcribing an entire Japanese script might sound like a bit of a chore, but compared to other games I've worked to try and translate (Slayers Royal 2 for instance) Yuna by comparison is a piece of cake and an absolute breeze. I took the same approach for translating the first two hours of Slayers Royal 2 and ended up with a document over 300+ pages long, at least 70 pages of which were just the appendices for every conceivable status message and interaction that could be had at the shops for that portion of the game. Yuna on the other hand, has no shops, no inventory management, and the game is only about 7 and a half hours long tops. Furthermore, the game has a tendency to naturally point you in one direction, meaning that there aren't nearly as many dialogue options as some other Japanese text heavy games out there. That's not to say that there aren't a few places in the game here and there where the player has a choice as to which direction to go. At one point in the game, Yuna can either participate in a track meet and break her back, or if the player looks behind the gym twice, Yuna has the option to go there and encounter three delinquents that are smoking instead. Regardless though, Yuna will still end up in the same place (the infirmary) and the plot will still go in the same general direction, making the translation process fairly straightforward. With that being said, I acknowledge that the translation process could probably go like 4X faster if the entire script were just dumped into a usable text format, but unfortunately I don't have any romhacking experience, just translation experience, hence the reason I'm handling it the way that I am. Anyhow, I looked into MagicEngine as was suggested and tested out the trial version with my copy of Yuna 2 and I’ve decided that I’m not going to go that route. While the idea sounds good on paper, the game suffers from infrequent visual glitches due to poor emulation and furthermore, the audio constantly stops and goes during gameplay since the emulator can only read the data off the original CD, which is hardly ideal for let’s play footage. As for the offer to mail in a system card to have the bios dumped, I appreciate the offer but I wouldn’t want to put someone else through that much trouble just on my account. For the time being, I’m going to go ahead with using the PSP port to capture the let’s play footage for the Yuna games. Somewhere down the line, when I eventually save up enough money, I’ll pull the trigger on getting all the equipment I need to dump the systemcard bios myself when it makes sense for me financially. Thanks for all the help and suggestions though, I really appreciate it.

I don’t think the script is the same for the Saturn version. It might be but IIRC tons of art was replaced so if would be weird if they just dropped it in unchanged. There might very well be new events too.
It’s been a long long time since I played the Saturn version...I may be assuming too much.

You'd be surprised actually, the script is basically a copy and paste from the original game. I've watched through the first video in that one YouTube longplay series for Yuna on the PC Engine and compared it to the script from the Saturn version. Literally the only thing I could find that was different was that a heart symbol was replaced with a star symbol in the remake, that and the menu music is different. It's also true that there's that bonus calendar mode in the remix, but I'm not particularly inclined to translate that. Even if I came up with a translation, since it's audio only, I don't see how the translation could be incorporated into a romhack since there'd be no place to put the subtitles. That means the only way those lines of dialogue could be presented in English was if they were dubbed in by someone voicing the lines, which will likely never happen realistically speaking. Other than that, the script's literally identical.
Even if it somehow turns out that one or two events were added to the Saturn version, all that means I have to do is create a separate copy of the script for the PC Engine version and just delete a few lines of dialogue which will take practically no time at all. The reason the script remained relatively unchanged to my understanding was that the developers wanted to save as much cost on producing the remake as possible. For that reason, I'm pretty sure they just kept the original voice samples, albeit pumped through in a higher quality, and kept the script the same to keep things matching up with the existing audio. As for the visuals, I imagine they felt obligated to change them due to the new hardware, that and they really couldn't warrant calling it a remix if they didn't change that much at least.

Major props on translating a Yuna game! Good luck to you, and I can't wait to see the finished product.
The discussion about repros/boots and all that seem to go on forever. Saying that our retro gaming community is overrun with scumbags is a little bit of a stretch. There have always been those that will rip you off and many that will be shitty to deal with, but it's no more now than it was back in the day. I say have fun with it and do whatever you want. Just play the games.
