Maybe I'm off on this, but thru the years of stories on forums, Facebook, etc. it seems like a fair amount of people (in a relatively small demographic compared to other systems) were importing PCE systems, and to a larger degree games, especially after CD/SCD games came into play... than most other systems. I haven't seen near as many stories about people reminiscing about importing Fami/SFC/Mega Drive stuff back in the day

In the UK at least, the PC Engine was the machine that really started the import scene. The companies then went on to import Mega Drive stuff (which was a bigger seller) and Super Famicom. LINK This is a very interesting interview with Colin from Console Concepts, who started importing with the PCE. Although it's about the MegaDrive era, there's a lot of PC Engine references as it's he most loved console.

PCE definitely had some cult popularity in France. Systems were imported by Sodipeng
Loricel was a French dev (and only one) who made a few pce games.

I never heard of importing games until the PCE came into play. That said, I think if there was a strong 2nd place contender to importing for PCE it would be the sexy Sega Saturn. It likely had to do with such a poor showing in the US market while a booming library in the Nippon lands.

In the early 90s I always looked forward to the import game ads in the back of every Electronic Gaming Monthly. The SuperGrafx and PC Engine were the first import systems to really jiggle my imagination. I was very conscience of the Super Fami and Mega Drive too but they were playing second fiddle to NEC as far as imports are concerned.
If I felt the way I did I'm sure most geeks my age did too. Prices, however, would have been a huge barrier for kids causing the import scene in the US to be super niche.

the main imports were Neo Geo, PC Engine, and the A++ Snes games from what I remember. The buzz around Street Fighter II was huge, and people were paying like £80+ for imported Japanese copies so they could play Street Fighter II months before it launched over here, and probably £300-400 for a Super Famicom.
I don't remember much in the way of a Megadrive import scene
