They nailed the Hardcorps pixelart style if it's all original, but using Famicom colors on faux Mega Drive visuals is a bizarre choice.

I dunno, that looks more like Genesis colors than Famicom. Famicom would be each sprite or tile as like 2 or 3 colors total.

I think we should call that generically 8-bit art. It's WAY too colorful, even in the backgrounds, for the NES, but color choices in places make it look worse than some Genesis games, despite the overall color counts being somewhat comparable. Maybe Master System would be a more apt comparison.

Maybe Master System would be a more apt comparison. They're mimicking Mega Drive specs but are using a Famicom quality master palette, with painfully intentional bad blendcing.
Here is what a poorly color Mega Drive game looks like and the same background colored like Blazing Chrome:
And here is a Famicom color conversion of a Mega Drive spec game that I did a while ago. It has every single shade of the original pixelart intact. The only change is that all colors come from the Famicom's fugly palette:
