So I'm not sure of the timing, but I feel like it was a little bit of genius for Hudson to publish hueys in jewel cases rather than something custom like the Megadrive. Must have pushed costs way down, and replacements are easier to find.
But what's the timing like? Did CDs exist when the first hucard game was published? And how available were jewel cases at that time?

Well CDs came out in 1982 so that's a long time before the PC Engine. I've always loved that they came in CD boxes as they were so easy to store and took up the minimum amount of space.

The CD-ROM was a condition of NEC partnering with Hudson and it existed before the PCE launch.
Typical HuCard cases use an original mold and a different door/cover than jewel cases. Plus they're very hard plastic and the two parts use different materials. So they likely cost much more to manufacture than SMS/Mega Drive boxes.

Woah, I thought they'd be interchangeable, apart from the insert obvs The difficulty people have had in making new HuCard cases today is likely why Hudson used a harder plastic (and likely subtle customizations) on the doors for theirs. I've had trouble over the years swapping doors from one CD case to another. It became a more common occurance as time passed by and many more companies were making them.
