Good morning so quick question...well maybe not that quick. I have some consoles I got in a lot one is a TurboGrafx 16. While the board looks clean, Its not getting power. It looks like it may have been exposed to moisture at some point and frankly I do not see any corrosion, aside from some rust on the RF Shielding which I have dipped in Evaporust, but I cleaned the heck out of it. I do not see any leaky caps..I have checked the fuse and it has continuity...and I do not see any cold solder joints. Assume with this console you can power it on without using the controller to see if there is life in it correct? Meaning yes the run button is to start the game but if i had a Flashcart for it which has a status LED which shows no life when plugged in, I am not getting power.
Whats the next suggested place to test? Thanks in advance.
Also is there anyone in the United States that is proficient at recapping a TurboDuo which has power disc drive spins no video and nothing else. Red LED does show power is on.

So I checked the 7805 Voltage Regulator with a multi meter as suggested but its not giving the readings it is supposed to so assuming its bad. Does someone have a suggestion on how to properly test for VR Being bad? Thanks!

So It appears that the output rail is giving 5 volts from the regulator. I connected the black negative terminal on my multimeter to the power input and the red positive to both the Input and output. It appears both input is 5V and output is 5V which is not right. I have the power adapter set to 9V which should be enough to power the TG1.
I am ordering replacement 7805 Voltage regulator. From what I can see in the service manual it says input voltage should be 13.5...which I do not understand how if the input power source is 9V but I would assume the input should be more than 5V On the input rail.

The system might just have a bad RF port. Have you tested composite video?

Turns out I did not realize the power was center negative. I reversed polarity on the power adapter and it works! Just needs cleaner video now.
