I've recently learned about this hack, it raises the resolution to keep everything inside the screen and reduces sprite flicker (The latter only on SuperGrafx). Sadly Chris Covell wasn't able to finish it, releasing the IPS file back in 2019. Now onto the main question...would it be possible to bring it to 100%? As far as I know the hack only works on the first four stages, and even then it contains some glitches -Or so his website says-. I wonder how much work would be left

Well, sure, it would be "possible" to do that... but work like this takes somebody who is really knowledgeable and skilled, and it also takes a huge amount of time to do. I probably shouldn't put words in Chris' mouth, but I suspect that he started the project because he wanted to know if it was possible to change a scene... then a stage..
...and I suspect that he eventually realized how much additional time it would take to finish the job for the whole game, and decided that he would prefer to work on other "would *that* be possible ?" type projects more than he wanted to complete the entire game.
So, yes it's possible, but the person who completes the job is really going to need to be motivated. Being skilled will help - but everybody starts out being unskilled, and eventually learns enough to do some very interesting things... so I think that having substantial amounts of time and motivation can be a substitute for the skill part (because it can be created).

I didn't come to any realization; my first child was born, and that meant bye-bye to a whole lot of free time and/or quiet time at home from then on. Well, I did essentially write this in the readme for that hack.
What I should have done back in 201X whenever was include the source code for my hack, so that is now included in the same archive:

Oh, I didn't expect you to reply to the thread! I know next to nothing about programming, but thank you for the source code. I'll try to wrap my head around this in my spare time

I knew I shouldn't have put words into your mouth ! I just want to say thank you for including source code in most of your releases - I try to do this myself as well, and I think it's a big benefit to people who want to learn more. In many cases these are people who know "something", but not "that thing" - so this is great stuff.
