I will try to present this information based on my understanding of the community's perspective on this subject. We all understand that everyone has their own perception of this subject, but at this point it is clear that this subject will not be going away. I think it best for the PC Engine community to become the caretakers of this information so everyone knows what is out there, and what it means.
I will start with the information I know, and with the least controversial (I think) subject.
This list is intended to provide a record of Vintage Bootleg Consoles & Hucards that were created during the retail era of the PC Engine.
Just to be clear, this list will not include variants, semi-official releases, or modern bootlegs, some of which could deserve their own threads:
Korean Vistar games (Which were US released hucards with stickers added)
European imported games (Sodipeng in France, and other importers in Spain and United Kingdom) these generally were PC Engine titles that included a translation insert
European tourvision titles (These were PC engine hucards encased in a new adapter, and produced for European arcade machines)
United Amusement titles (These were similar to prototype hucards, but later variants used actual official hucards, and for US arcade machines)
Canadian Releases (Official releases in Bilingual boxes and French text manuals, but otherwise same as US releases.)
Modern Bootlegs (such as repro release hucards are also not included in this list since they are generally produced per order, and with modern technology can be produced for any game released, and even new ported titles.)
Modern SCD Bootlegs (These are getting more controversial, particularly if the title was produced without permission from the developer, but there may be some value when the release adds a new title to the PC Engine line.)
Modern SCD Counterfeit Bootlegs (These are generally the most controversial subject, particularly when they replicate all details of the original game, possibly for sole monetary gain. Sapphire bootlegs have been around for decades, and probably are the inspiration, funding source, and the benchmark for all other bootlegs that would fall into this final group.)
Modern Bootleg Hardware (These are starting to appear on the market - Probably Screen Modified GT/Expresses were the first, but now Homebrew LT type mods are appearing, and the introduction of the Mini will probably increase interest in this subject.
The bootleg hucards came generally from Hong Kong, Taiwan, and possibly mainland China, but at least one console is listed for Czechoslovakia. There are many threads discussing different individual items, and quality is generally less sturdy than official products, so it is not uncommon for both hardware and software to not be functional decades after release.

I would love to find more data on the companies that made these systems and hucards, and any stories people have buying these back in the day.
