I have seen a list before of Japanese Hucard games that are english friendly, but is there a list of the CD games that are? I'm trying to put together a list of games that I would be able to play and I know 0 japanese.
Thanks for the help and I see I have a lot to look at in the forum.

I'd look up games by genre. Meaning Any Shooter, Plat-former, and fighting game are all English friendly since you don't need to know what is going on to play them. Basically just avoid any RPG, Dungeon Crawler, Quiz game, Digital Comic and most strategy games you should be fine.
Neo Nectaris is still plenty playable since there are only 4 actions in the game.
If you are unsure about a game, look up a youtube video on it.

Like KC mentioned, shumps and platformers are usually low bearer entry for needing knowledge of moon runes. A couple of others that I can think of off the top of my head are Power Golf 2 and Puyo Puyo. I would mention Pomping World, but that has a US release.
I'll also third Neo Nectaris...play Military Madness for a few levels, and you'll be good to go on the JP sequel.

You don’t need Japanese skills to play Fray at all, IIRC. It’s basically a cuter Ikari with cut scenes.

Ah, too bad. The little bit I played was playable without knowing what people are saying but I was hoping that there was some way to switch the language that I didn't know about.

No, it's just an arcade style game that looks like an adventure game. Magicoal is as well, but can be tricky to figure out what to do at times and there is a full screen of spells to choose from.

There are very very few dual language games from the 16-bit era (Neo Geo aside). With memory restrictions it was hard to do, and the vast majority of PCE titles never left Japan so it would have been a waste of money. But I feel like I have to say this to noobs all the time, don’t underrate your human IQ. I mean...you hit start...walk upwards shooting everything to death. When you beat the first boss her top falls off and you laugh. You don’t need to read anything to grasp otaku trash culture by and large.

If you know what to do it isn't long like a full fledged adventure or RPG game. I'd recommend using a guide if you aren't accustomed to making your way through Japanese heavy games with gaijin protection. Magicoal isn't like that too bad, but I got stuck at times when all I had to do was go to a specific place or talk to someone in particular again.

I got stuck at the beginning of Magicoal 3 times, Tried on 3 different occasions and couldn't get out of the main 1st stage. So I said forget this and sold the game.
However, somehow I was able to get through Blood Gear just fine with no walkthrough.
