The case art looks like Bubblegum Crash. The card art is from Tiger Cobra/Kyukyoku Tiger.
The physical design looks the same as a couple multi-game cards I've had. Each time you turned it on it would boot to a random game.

There were several designs for multi-game cards.
The early ones were similar to this design (I have a white one); it contains a 8Mb (1MB) PROM/EPROM with 4 games, each is 2Mb (256KB). The case is so large because there is also an up-counter circuit with a capacitor, which selects which game is in use (turn it off, then on again, to switch to the next game in sequence).
My white one contains 4 games, but it shorter than this card; perhaps yours contains more games ?
Later versions of Taiwan multicarts were able to reduce size to a normal HuCard.
