So one of the games that I was hoping to pick up for a fairly cheap price is Pack in Video's ' Power Gate'. It's one of those games that's not very good if the reviews of it are anything to go by. Imagine my surprise to see it sold in the range of ¥8000-9000, boxed on Mercari Japan, one of the cheaper places to get games these days. Have you come across any other titles which really ought to be in the bargain bin, but turn out to be expensive?

I'm not sure about the stats, sometimes this can be because of the rarity of the game and not related to its quality. Maybe there aren't many copies of this game circulating around at the moment. This is especially true for games released late in a console's life with a very limited stock(which I know, definitely is NOT the case with this game).
Sometimes the reverse happens, in which a good game is produced in surplus, that the game would immediately travel to the bargain bin, even though it's good. Street Fighter II' for the PCE was a very good example. It was a competent port of a very popular game "series*" so they produced a large number of copies. However, this and that the other consoles already had more advanced versions of the game augmented with words like "Super", "Turbo", "X" (or whatever funny words Capcom could think of to make the name even longer) made people lost interest in the PCE version soon enough for it to be a resident of the bin. (I think it's also the case with the 4 NeoGeo fighters for Arcade Card, adding to the fact that the Arcade Card was a very expensive add-on so not many people would buy it.)
*By 'series' I didn't mean Street Fighter, but I really meant Street Fighter II.
(In extreme cases, if a horribly bad game was produced in surplus, it would even kill the whole economy! E.T. for the 2600 anyone?)

Yeah, availability is definitely a factor. Good point. I think certainly this late into the PC-Engine collector scene, most serious collectors will have acquired a copy by now with the intent of hanging on to it. So a limited run would dwindle supply. In the case of Power Gate, I've been looking for it offline for a while now and have yet to see it in the wild.. and I'm Tokyo based.
Street Fighter is certainly a good example of the opposite effect. Shadow of the Beast too perhaps? Although I'm not sure about it's print run. Just that it's common and cheap.

I cannot say much since I also lived in a place where the PCE was prominent but we had a very free market so we also had access to unsold TG16 stuff shipped here for us to grab, most of which dirt cheap. BITD I got a number of TG16 CD games (including the mentioned SOTB) for around 20 - 30 HKD each (that would be around 2.5 - 4 USD).

turbographx cd does not really sell or command high prices in Hong kong due badly westernised box art, even though CD games are region free, pc engine cd rom on the other hand is a different story, rare games command high prices.

How is the PC-Engine scene in Hong Kong by the way? Is there a thriving market for it?

How is the PC-Engine scene in Hong Kong by the way? Is there a thriving market for it? niche market, some prices are reasonable and cheaper than Japan, thought highly amoung collectors, but really rare items are expensive like everywhere else, most people sell via facebook groups or carosel (online selling platform), there are rip off seller though who no one buys from.

In addition to what other folks have said, many sellers are hoping that folks "new" to the PCE are ignorant of the history of (1) particular games and (2) overall PCE market for past two decades. Also, sellers might be aware that certain genres might be more popular with niche audiences.... for example, I knew that I wanted Power Gate and Hawk-123 because they were shootemups and I'll play any shootemup, no matter how dreadful or mediocre.

It’s very normal for bad games to get high prices. A lot of bad games are rare, rare for a good reason, but anything rare gets money. Some games are worth more just because people want to see how bad it really is, choukusoge, as it were. I’d say the main thing driving up the price of all games are completists. I’m a big Dreamcast fan, but I’m not the one keeping the price high on Death Crimson OX. The dipsticks who want to have every game including 200 they’ll never play once...this is their economy.

Haha.. same here! Shooters are just about my favourite genre. They are what brought me to the PC-Engine all those many years ago. So yeah, I share your sentiment. Plus I really like the music in Power Gate. (Thank you Paul, for bringing that to my attention with your PC-Engine bible website. )

Yeah, that makes sense I guess. Rarity is definitely a driving factor. As are the Metal Jesussus (Jesii?) hyping up their "hidden gems".
