I don’t see anything the PCE couldn’t do, really. But there’s always a balance of resources in an actual game. What folks can do in a demo isn’t always practical in a game. I suspect the PCE is much more likely to pull this kind of thing off and still have resources remaining for game code.

There are already PC Engine games doing thess things while actually running an actual game.
This is still very cool though, but I don't know if they could all be pulled off in a shooter or less intensive type of game.

All of these can be pulled off very easily on the PCE. That doesn't mean they don't look awesome on the SMS though. While the SMS has hardware function to make horizontal split screen scrolling easier to do than the Famicom (it's as easy to do this on the PCE, if not easier) it also has a restriction that the vertical position cannot be changed in a frame, so many games cannot have a background HUD (especially the vertically scrollers) and a number of them even don't show any stats (scores and lives) in game (the relatively low default vertical resolution of the SMS doesn't help either), and that Outrun is very choppy when going up a hill (compare that to Highway Star and 3-D Hot Rally on the Famicom, or Space Harrier, Yaksa and Victory Run on the PCE).
Suggested games on the PCE for comparison: Dead Moon Download 1/2 PC Denjin (no no no, not the CD sequel)/Coryoon Winds/Gates of Thunder Darius 2(of course, even though the PCE version was considered a huge let-down) Macross (mostly the shooter, but I think Langrisser in Space the strategy one has similar parallax effects in the battles too)

I'm always amazed what the little SMS can do. When I had my SMS as a kid though I never had anything graphically excellent. I was more into the arcade ports then as anything with that blue Sega logo always made me giddy, but none were eye poppers.
There's a section in Parodius Da! on PCE in the graveyard level that pulls off even better multiple parallax planes than the arcade parent. Pretty wild.
