I wouldn't know good caps from bad, but then I also wouldn't be capable of doing a recap job. I would hope anyone with a steady enough hand and knowledge to do a recap would also make sure to buy good parts, or if they don't know good parts on sight, buy them from a reputable supplier who does.

...and let's not forget that the whole point of RoHS was to keep hazardous substances like lead out of landfills. Preemptively replacing good non-RoHS caps with modern RoHS caps kinda defeats the purpose by sending them to the trash regardless... or worse if the replacements die prematurely and the entire non-RoHS device gets tossed. I'm all for doing a full cap replacement on a SuperGrafx with quality modern caps if there was any issue with the SGX. That's troubleshooting 101, and the reason why I was replacing caps on that problematic Pikachu N64.
